  • This position is the initial career step toward the full working level. The incumbent participates in on-the-job and classroom training to gain experience in providing a limited range of administrative and technical assistance to taxpayers.
  • Interprets and applies applicable portions of basic tax law and regulations, and basic collection techniques and enforcement actions, to advise, inform, assess, and collect taxes, and associated liabilities.
  • Researches and analyzes all available information applicable to specific and well-defined collection issues and takes corrective actions needed to close accounts. Explains actions taken. Contacts taxpayers and/or their representatives in response to IRS contacts regarding a limited number of delinquent situations. Provides explanations to specific inquiries initiated by individuals, generated by notices, or internally generated assignments.
  • Advises taxpayers of the enforcement actions that may be taken if they fail to meet commitments to file return and/or pay tax liabilities and encourages voluntary compliance with tax laws.
Requirements Conditions of Employment

  • Telework Eligible Positions: Telework eligible positions do not guarantee telework. Employees must meet and sustain IRS telework eligibility requirements (e.g., reporting at least twice a pay period to your assigned Post of Duty (POD)) and supervisor's approval to participate in the IRS Telework Program. Employees must also be within a 200-mile radius of their official assigned post-of-duty (POD) while in a telework status. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.
  • Must be a U.S. Citizen or National and provide proof of U.S. Citizenship. (Birth certificate showing birth in the U.S; Unexpired U.S. Passport; Certificate of Citizenship or Naturalization; or Report of Birth Abroad of a U.S. Citizen (Form FS-240))
  • Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).

Qualifications
Federal experience is not required. The experience may have been gained in the public sector, private sector or One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement OR time of referral:

SPECIALIZED EXPERIENCE GS-5 Level: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-04 grade level in the Federal service. Specialized experience for this position includes: experience gained through work in positions that involved frequent contact with the public researching and responding to non-routine requests for information orally or in writing. The following are examples of specialized experience that may be qualifying and are not all inclusive. Applying laws, rules or regulations and written guidelines; Experience gained in an environment conducting face to face and/or telephone interviews (e.g., collection agency, telemarketing, customer service, sales) resolving problems and issues; Negotiating with others to resolve issues; Performing administrative and technical procedures using a computer to locate and review records and reconcile discrepancies; Experience working with records, documents, or financial accounts applying established rules and procedures (e.g., basic accounting, credits and debits, researching and/or adjusting accounts).
OR
You may substitute education for specialized experience as follows: completed at least 4 years of education above the high school level leading to a Bachelor's degree (120 semester hours, 180 quarter hours or 2880 formal classroom hours) or a Bachelors or higher degree.
OR
You may qualify with a combination of experience and education equivalent to one (1) year of specialized experience.

  • A 1-year probationary period is required.

  • Tour of Duty TODs vary by location and will be assigned upon selection. Day Shift hours are between 6:00 a.m. and 6:00 p.m., Mid Shift hours are between 10:00 a.m. and 10:00 p.m., and Swing Shift hours are between 2:00 p.m. and 2:00 a.m. We will try to offer the shift of your preference, but you may be offered an alternate shift upon selection."
  • Alternative work schedule, staggered work hours or telework may be available.
  • A recruitment incentive has been authorized for eligible, highly qualified applicants. The incentive will be $2,000 and will require a two-year service agreement. The service agreement details will be provided to new employees prior to entrance on duty. This monetary incentive will be disbursed as outlined in the service agreement.
