DEFINITION

Under supervision, perform a variety of non-sworn law enforcement related job functions, responsibly interact with the public in a wide range of capacities, participate in the City of Clovis Police Department Police Academy Prep Program, and assist law enforcement officers in non-emergency duties as required; and to perform related work as required.


CLASS CHARACTERISTICS

Positions in this class are non-sworn personnel who deliver non-emergency police services for all Police divisions as needed. This classification is designed for career development into the law enforcement field. Incumbents may work a flexible work schedule and may be assigned to perform job functions on any shift including evenings, weekends, and holidays. Positions in this classification may be considered for future sponsorship opportunities to attend a California Peace Officer Standards and Training (POST) certified Police Academy. Selected candidates will be required to maintain a good standing while attending the academy and are expected to represent themselves in a manner consistent with the philosophies and expectations of the Clovis Police Department.

Examples of Duties

May rotate through a variety of police division support assignments in Police Records, Youth Services, and various areas of the Patrol Division including to assist Police Officers with functions not requiring sworn peace officer status; take and prepare reports for crimes, accidents, lost and found property, and other circumstances; collect, organize, and book physical evidence related to police investigations under direct supervision; direct traffic at secure scenes, accidents, and public events; enforce parking laws and ordinances in assigned areas on foot or in a motorized vehicle, issue parking violation citations, and testify in court as required; and participate in assigned training programs and the City of Clovis Police Department Police Academy Prep Program. Positions in this class may also be assigned to book prisoners arrested by Police Officers, perform jail checks, and transport prisoners as needed; this position works in close quarters with individuals who have been arrested for various criminal acts, including serious and violent offenses, and persons under the influence of alcohol and/or drugs; required to wear a firearm while performing job functions in the jail unit and during transport of arrestees outside of the police facility upon the incumbent receiving their PC 832 training and passing the departmental pistol qualifications; attend training in defensive tactics to assist in dealing with assaultive and/or uncooperative arrestees in the custody setting; and perform related work as required.

LICENSE REQUIRED

  • Possession of a valid California Driver's License and a good driving record.

EDUCATION AND EXPERIENCE

Education:

  • High School diploma or equivalent.

Experience:

  • No experience required.

Training:

  • Physical ability to regularly participate in the City of Clovis Police Department Police Academy Prep Program.
  • Candidates must be able to meet the entrance requirements for the Basic Police Academy.
  • Basic Police Academy Entrance Requirements:
    • Be 18 years of age;
    • Valid California Driver's License;
    • Have a high school diploma or G.E.D.;
    • Be in good academic/progress standing with the college;
    • Pass the application process;
    • Pass the POST entrance exam (PELLETB) and physical agility test;
    • Pass a physical (medical) examination;
    • Obtain a Department of Motor Vehicles printout;
    • Obtain a Department of Justice clearance for POST training (applicants unable to obtain Department of Justice clearance are ineligible to attend the Academy per POST requirements).


QUALIFICATIONS

Knowledge of:

  • Proper English usage, grammar, spelling, and punctuation;
  • Basic math;
  • Simple record keeping methods;
  • Basic computer operations;
  • Appropriate safety precautions and procedures.

Ability to:

  • Work various shifts including evenings, weekends, and holidays;
  • Learn policies, procedures, and functions of the police department relevant to assigned duties;
  • Learn, interpret, and explain a wide variety of laws, ordinances, rules, and regulations to others;
  • Maintain simple records;
  • Communicate clearly and concisely, both orally and in writing;
  • Learn to prepare clear, comprehensive, and accurate reports and routine correspondence;
  • Inspire public confidence through personal integrity, appearance, and actions;
  • Understand and carry out oral and written instructions;
  • Communicate and interact in a courteous manner with a variety of people of various ages and socio-cultural backgrounds;
  • Effectively and courteously represent the department with the public and other law enforcement agencies;

  • Maintain confidential information in accordance with legal standards;

Supplemental Information

PHYSICAL DEMANDS AND WORKING CONDITIONS

  • Environment: Job functions are performed in an office, outdoor, and driving environments; regularly exposed to outdoor cold and hot temperatures, and inclement weather conditions; extensive public contact; and moderate to loud noise levels.
  • Physical fitness: Sufficient to bend, twist, turn, stoop, squat, kneel, climb, crawl, sit, stand, and walk for prolonged periods of time.
  • Strength: Ability to perform tasks requiring strength and stamina; heavy work-lifting, carrying and/or pushing 100 pounds maximum with frequent lifting and/or carrying of objects weighing up to 50 pounds.
  • Vision: Corrected to normal.
  • Hearing/Speech: Sufficient verbal communication to project a voice that can be heard in loud environments; hear and distinguish various sounds including over the telephone and radio; and communicate in person and to large groups.
  • Dexterity: Grasp, push, pull, and fine manipulation to use a computer, operate a motor vehicle, and police services equipment.
  • Working conditions: Work a flexible work schedule, rotating shifts, evenings, weekends, and holidays.

If selected the Police Cadet Extra Help Part-Time position does not constitute a contract for a full-time permanent position. Applicants must meet each qualification for the position at the time of application submission. All applications will be reviewed based on the necessary employment standards for the position. Selection shall be made from those applicants who submit a complete employment application, supplemental questionnaire, meet the position requirements, POST Academy requirements, receive a passing score on an initial application screening, and receive a qualifying score on an oral interview that will be weighted 100%. Oral interviews for the position will be administered in the City of Clovis. As determined by the City and at the City's expense, successful candidates shall be required to complete and pass a Personal History Questionnaire, an extensive background investigation, a polygraph or voice stress examination, a psychological examination, a medical examination, and a drug/alcohol screen. Possession of a valid California Driver's License and a good driving record will be required prior to hire. Proof of citizenship or eligibility to work in the U.S. will be required at the time of hire.
